What it is (state law)

Shop and Establishment (S&E) registration is a state-level licence for any commercial establishment — office, store, warehouse, co-working seat used as registered workplace.

In Maharashtra it's often called Gumasta; Karnataka has e-Karmika; names differ, purpose is similar: regulate working hours, holidays, and employment conditions.

Who needs it

Pure work-from-home solo founders may still need it if the registered office is commercial — check state rules.

  • Any Pvt Ltd / LLP with a physical office or commercial address.
  • Retail outlets, restaurants, clinics, and service centres.
  • Often required to open current account or obtain local trade licences.

How to register (typical flow)

Renewal timelines vary — calendar reminders prevent penalties.

  • Identify state labour department portal.
  • Submit establishment details, owner/director IDs, address proof, rent NOC.
  • Pay nominal fee (₹200–₹2,000 depending on state and employee count).
  • Display registration certificate at premises (physical or digital per state).

When you hire employees, this registration is often checked alongside PF/ESI setup.
